Clean Aviation, Brandenburg and Saxony strengthen cooperation to accelerate sustainable aviation innovation
Clean Aviation, the Government of the State of Brandenburg and the Government of the Free State of Saxony have signed a Memorandum of Cooperation (MoC) at the ILA Berlin Air Show to strengthen collaboration on the development of disruptive technologies for more efficient, competitive and cleaner aviation in Europe.

“We are very pleased to take our collaboration to a new level. By combining regional and European expertise, skills and resources, we can further strengthen the competitiveness and sustainability of the European aviation sector,” said Axel Krein, Executive Director of the Clean Aviation Joint Undertaking.
The agreement reflects a shared ambition to align regional strengths with European priorities for sustainable aviation, in particular through the preparation of a common technical roadmap consistent with the Clean Aviation Strategic Research and Innovation Agenda.

Brandenburg and Saxony will jointly provide more than €10 million by 2028 to support activities linked to this roadmap. This builds on several hundred million euros already allocated since 2021 for aviation research, infrastructure and technology development, including hybrid-electric and other disruptive propulsion systems.

The strategic partnership launched today will help to boost the competitiveness and resilience of the European supply chain, reinforce both regions’ efforts to drive innovation in sustainable aviation, foster talent within the sector, and potentially lead to new job opportunities.

At the ceremony, Axel Krein pointed out that many aviation companies located in Brandenburg and Saxony are “at the forefront of innovation related to clean technologies, and of the design, development and production of a new generation of environmentally friendly and globally competitive aircraft.” Clean Aviation therefore welcomes the Memorandum of Cooperation: “We are very pleased to take our collaboration to a new level. In this way, we can combine regional and European expertise, skills and resources to strengthen the competitiveness and sustainability of the European aviation sector.”

Hendrik Fischer, State Secretary at the Brandenburg Ministry of Economy, Energy, Climate Protection and European Affairs, agreed: “The signing of this memorandum marks an important step for the aviation regions of Brandenburg and Saxony”. He expressed his conviction that together with Clean Aviation, the regions can “accelerate the development of low-emission aviation technologies” and further establish themselves as “leading European centres of innovation.”
Sebastian Scheel, State Secretary at the Saxon State Ministry for Economic Affairs, Labour, Energy and Climate Protection, explains that “aviation is an international industry that requires a significant investment of trust and time to achieve long-term success.” The Memorandum of Cooperation will be “giving companies and research institutions a boost.” According to State Secretary Scheel, “the next step is to follow up on this agreement with concrete projects. Our regions undergoing structural change, with their well-trained workforce and the research and industrial centres currently being established, offer ideal conditions for this.”

Since 2023, the Clean Aviation Joint Undertaking has signed Memoranda of Cooperation with five regional governments, Occitanie (FR), Campania, Piemont (both IT), Hamburg (DE), and Andalusia (ES), as well as one Member State, Portugal, with a view to leveraging the high level of interest in net-zero aviation in European regions.
